The eleventh amendment, suits against states. The judicial power of the united states shall not be construed to extend to any suit in law or equity commenced or prosecuted against one of the united States by citizens of another state. So someone who lives in georgia can't sue the state of florida. That's basically what it says. I mean, it gets more complicated, way more complicated. But at its base, it's this wanky little rule.
