President Biden and the Department of Education has proposed a regulatory change in how Title IX is regulated. The proposal would mean any blanket policy prohibiting transgender athletes from competing would violate Title IX. And will resolution 734 go anywhere with Democrats in control of the Senate and the White House? Likely no for the reason that you alluded to in your question. Biden would veto such legislation more than likely and the Senate is unlikely to take it up for as long as the Democrats hold control of the chamber.
