Swing Voting Has Declined, but It's Still a Good Thing

Turn out and persuasion are often posited as being at odds in these debates, but they often tend to move in the same direction. There genuinely are many more straightforward democratic partisans than there are swing voters. Even if it's just two to three % of the electorate, like that can swing many, if not most, close elections. The small minority of people who swing like, really matter a lot.
