South Korea's Foreign Minister, John Foster Dulles

In June 1950, just a few days before the North Korean crossed the border, John Foster Dulles visited South Korea. He was there to meet with President Sigmundri privately and to address the new South Korean legislature. A photo was taken and widely disseminated of Dulles wearing a top hat next to the South Korean Foreign Minister looking out over the 38th parallel.
