Is it because the power of fossil capital worked differently in these two different spaces? And you know, microchips maybe doesn't have the same kind of political concern for fossil fuel capital than it has for IRA. They're formed by anti China, make an America sort of policies. And they're formed by a lot of carrots and no sticks at all to fossil capital.
