Daniel Altschuler: RICO is a very successful law, but also results in ultimately more sporadic violence. He says the conditions in which crime organizations go up are ones in which people don't trust policing and that's why young men tend to join gangs. "You basically need something as well as RICO that almost mocks up after you've cut the head off these crime groups," he adds.
