Clodius introduced Rome to something that, at the time, was highly controversial. The overpopulation and underemployment in the city was a source of tension for middle and upper-class Romans. Augustus would consider repealing the grain doll during his reign, but ultimately decided against it. Once given, it is hard to take away, and it simply wasn't worth the price of feeding the masses to risk revolution.
