Pirate crews were very diverse, they comprised people from all sorts of European nations. They often included Native Americans who had either escaped from slavery or been freed by piracy. And so the ships themselves could be seen as a sort of melting pot where all sorts of different people - familiar with all different types of governance - were thrown together.
