The Samnites in Apennine Italy
The Samnites are not that different from other Italian peoples in terms of their social and political structures. The main difference is that because they live in this very upland area, they don't urbanize. And the sort of things that you associate with city-state life really takes place at these religious centers. It's scary with quite an intriguing hybrid of the sort of city-states-like organisation, but without the urbanisation.
