The most effective experiment is an experiment that can be conducted as quickly as possible and as cheaply as possible. If you want to accelerate learning you've got to make experiments cheaper and faster to conduct. The goal is to create good data ultimately but we're advocates of you might call it little data meaning we're looking for small data sets of highly credible believable information.
