The broadcast flag was a rule that said any device capable of tuning or modulating a digital t v signal would have to incorporate restrictions coudified by the b p d g. These rules would govern how files could be written and retrieved by the system, what kind of data and audiovisual Outputs could be accessed. Digital t v programming would be restricted to digital outputs that had d r m on them.
