The Importance of Floating Cities in Science Fiction

I can't think of any earlier science fiction stories that are are sort of raft world stories like that. The idea of a giant raft full of refugees bringing a disease into America and that that was being orchestrated by by a rich person to you know spread illness and destabilize and control is pretty creepy. I'm not sure how much of this is stuff we can blame on this book or Neosteudinson but it aligns really creepily with that with that discourse yeah.
