The Importance of Flat Credit in the Health System
Michael Zuckerman: Historically, there have been two types of approaches to this. He says one was to make all healthcare tax deductible but that had the disadvantage of making all health spending more tax-preference relative to non-health spending than it is already. The other would be a flat credit for people who pay into Social Security through their employer or out of pocket. That's an appealing step on many grounds, he says; you can argue over revenue levels.
