A president can declassify anything. It's usually documents that go back and forth to be able to put on record exactly the request to declassify, as well as the intelligence community's position about whether or not that should be classified or not. Now, there needs to be again some record of it, but there's no obligation in the part of the president to go back to the CIA or the NSA or the FBI or somewhere else. But all presidents that I worked for who were sensible ... would always ask for the reaction or the comments of the authorizing or the originating agency about what the implications would be of such a decision.
