In 1905, acting on Yuan's advice, the Dowager Empress Sishi issued a decree ending the traditional Confucian examination system. She ordered the Ministry of Education to implement a system of primary and secondary schools and universities with state mandated curriculum modeled after Japan in the Meiji period. So huge change here. No more exams to get into the civil service. And that's centuries old.
