Slesinger dropped out so he could do Pacific Heights, but that looks likely based on circumstantial evidence. Orion also dropping out, Incame an independent production company by the name of Ireland World agreed to put up the relatively modest budget for Toy Soldiers. The Terrorists in the book though, and Kept's original draft of the screenplay, of Palestinian origin, was said to be one of the reasons why the film was struggling to get proper backing in Hollywood.
