This is about the information processing system. struthers chooses to retain his leverage, so he doesn't give up the power that he has. The cost of that is that he gives up his internal stability. He comes into the station expecting to be a witness and taking on that identity. And now that identity that he's taken on is fracturing as he has to re evaluate what his role is with respect to the crime.
