Overthrow - To Declare, to Declare an Amnesty
Military personnel overthrow the sitting president or prime minister. Usually he's arrested and thrown out of the country, but comes to an unhappy end. So we use the verb in exactly the same way as 'throw through thrown' To declare can mean anything from declaring war on another country to declaring victory over those who are fighting against you.
