Ray Negan was elected mayor of New Orleans in 2002. He ran for office on a promise to clean up the city's culture of corruption. Critics say he didn't like his job, but did enjoy photo ops at City Hall. Hurricane Katrina struck three years later with sustained winds of 175 miles per hour and endless rainfall.
