In foreign countries, if a foreign government spends a dollar setting up a company where their entire mission statement is to steal money from us businesses. If that foreign government were to fund a company to do a good or provide a service, maybe they make $2. And the point I'm getting at it is incredibly profitable way more so than generating legitimate business to steal moneyfrom us businesses.
