The Kennedy campaign also arranged for anti-Catholic mailers to go out to Catholic neighborhoods right before the primary. In those primaries, and also in the general, the campaign very likely baud votes through what's known as walk-around money. Bobby tried to persuade Johnson and his allies to decline his brother's offer of chairmanship of the Democratic National Committee instead. Sam Rayburn thought it was a terrible idea because the vice presidency would be too old by 1968.
