Hatoyama Kazuo: A History of the Japanese Government
Hatoyama Kazuo was one of Japan's first registered lawyers. His BA at Columbia had been focused on British common law. By 1882, he was elected to Tokyo's own local assembly the very same year. He drafted its bylaws, which are the basis for most parliamentary bylaws and regional assemblies down to this very day. Hatoyama would remain a local assemblyman in Tokyo until his death even after his election to the national diet.
