JavaScript - Is the Browser Event System Blocking the Thread?

If a user triggers an event, usually that is executed immediately. Most of the time people are not trigger listening for mouse moves so nothing happens. The browser continues being an idle in between every incremental mouse move. If there's a timer that's a lapse, go run that call that.
