Herbert was born in 18 38 and he died in 19 o six. He is unquestionably the best political philosopher since john locke, who wrote in six ten 88. Locke was the creator of the concept of rights. Most people don't have it to day. To have a right to do something means that you are the one with the moral claim to choose whether you do it or not. You have plenty of rights that are not recognized. And it doesn't mean that what you choose to do with your freedom is morally good. For example, it's wrong, morally despicable, to take cocane, a heroine or knocot, narcotics. But that's your right. It
