The introstructure bill could have been passed in the house in august, but part san squabbles imperilled it. Some progressive democrats wanted to use their leverage to hold the bill hostage until the moderates voted for theirs. The moderates action felt like an uprising against the use of leadership of a sort that has rarely been seen in recent years. It's easy for legislators who don't want to support a bill to find provisions they say are objectionable,. But i believe that, on balance, the provisions of the interostructure law will help the vast majority of congressional districts.
