Pestilosi and the History of Mathematics Education

Pestilosi taught arithmetic to children as soon as they entered school, basing his work on perception. It was common to withhold formal instruction in arithmetic until somewhere between the ages of 15 and 18. The practice of waiting until age 10 persisted well into the 20th century. We have not discovered any material which might indicate the contrary.
