Bank Examiner Preferences or Obstructing Monetary Policy
Bank examiners are thwarting the desires of the FOMC. The Federal Reserve is shrinking its balance sheet, and as assets shrink, their liabilities also have to shrink. So when the Fed's assets shrink, these reserve balances shrink. It can't shrink further than the quantity of reserve balances that banks are demanding.
