i thought at the end you had a really interesting argument to how like uh nepa is an anti-law um. Can you can you explain this argument for public health listeners? I think there's a good argument that it has done so just by making it harder to do anything at all. i also have my spicy take at the end that i always have to throw in right at the endUm but so yeah kind of the basic argument is that the purpose of a law is roughly twofold and nipa does not do either of those things. It doesn't actually prevent a major environmental like negative effect as long as you've documented it quite thoroughly you can kind of do whatever you want
