Is PECS7 in Block Cryptography?

PECS7 is the thing in block cryptography. When you actually have blocks, like if you have a short block, you need to fill it out to the full size of the block. But at the end of the play, the PKCS7 has to fire, right? Is there a reason that you guys were able to discern why they're doing this? I think they were trying to use it as a length hiding mechanism to try and give them some kind of traffic confidentiality or anti... What's it called? Like length hiding? Yeah. To prevent traffic analysis attack. That makes much more sense.
