The fog of war is the fundamental information on the ground. If it's not accurate, and worse, if it's being cut and pasted from previous episodes, it's wrong. The distance from the consequence of being unethical is so far that they don't see it as an ethical decision. And that contributes to the ethical fading. But all these requirements to do something, they're all well intentioned.
