In the report there is very little of a concerted attempt to evaluate what role particular individuals had in an overarching way. The more policy led angle on what the expectation was for the report to consist of and I'm surprised at how little there is actually in the way of proposing technical fixes. Of course one can draw things out that will lead to technical policy proposals but that's not again where the report is going in its major account.
