Welfare diversion programmes are state spending money to get people off of welfare. It's more keeping them off of welfare in the first place. California has a diversion programme, but most counties don't use it. Most in largely because the incentives just aren't there. You actually get rewarded if somebody gets on welfare and then you get them off. But if you keep them from going on in the firstplace, nobody ever even knows about it,. So you don't get any of the bonus that your county or your state can do. At the federal level, the bonus is sent up the same way.
