The watcher in a nutshell would be perhaps one of the oldest members of a civilization from the far, far distant past. Consider it one of the earliest civilizations to rise and attain a post-scarcity, trans, their based programming society. And having reached that post-sc scarcity space is left to find and pursue whatever their authentic interests are. In the case of this watcher and a number of other similar folks, they go around the universe looking for intelligent life and observing.
