What Is the General Will to Rousseau?
Rousseau says that there is the general will, and then there is the will of all. And so politics ought to be guided by this ideal general will, because it can never be wrong. In a particularly chilling passage, Rousseau says that because this general will is all that it should be and ever will be, any individual will that goes against it is wrong.
