Culture Is a Difficult Problem
Culture is a difficult problem. And militaries have quite strong cultures. I am reasonably confident that if we got into a major scrapbook against somebody, we would find a lot of what we're doing is going wrong. Western armies are incredibly pragmatic. That is to say, when they see that things that don't work, they fix them. But in the absence of evidence, they have no reason to fix things.
