Tacitus - Is There a Difference Between Roman and Non Roman Women?

Tacitus generally writes about powerful women in a very negative way, but there seems to be admiration for budaca. Is this because she's not roman, and therefore held to different standards? Well, yes, because she matters less. She's not going to challenge the centre of power. Also, she's dead, as kind of neutralized. And in his version, she dies in er a really admirable way. So this is a kind of heroic way to die, to take it into your own hands. I gess it's abit of a chicken and egg. But yet, it is different for non roman women because they're already a bit weird.
