Was It a Failure of Intelligence?

Not even the talaban expected president garney's government to collapse as quickly as it did. I don't think it was a failure of intelligence, what went wrong is that we didn't assess facts and then make judgments. So i think the bottom line is it was afailure of judgment across the peace.
