The Difference Between Good and Bad Writing in Evil Empires

I do like a good, well written chaotic villain. Chaos doesn't mean random and even the chaotic person is going to have a reason. I want people to not underestimate how terrible people are. You don't need someone incredibly evil for evil things to happen. There's just so much to think about to try to continue.
