The Buenos Aires Consensus

The Washington consensus is an intellectual shortcut to explain a set of policies and best practices that emerged in the 1980s from the Ronald Reagan and Margaret Thatcher revolutions. My view is that for a number of different reasons, the pendulum is now swinging the other way. We over-applied the lessons of the 80s across the world through maybe some countries that didn't need it. And just as we overdid the supply side revolution, we're not going to overdo whatever the heck it is that we're in.
