Pennsylvania was a very wealthy state 100 years earlier during the revolution. It had always been wealthy and well developed like that. Gettysburg wasn't one of the reasons Lee's army or part of the army even went there in the first place. They thought they could basically steal a bunch of stuff there. To some extent it was vengeance.
