The Supreme Court has said that whatever body has the power to make laws, that is the legislative body. In a state like Wisconsin or Michigan or Pennsylvania where you have a gerrymandered state legislature controlled by the Republicans and a Democratic governor, the Democratic governor may not be able to veto any election bills anymore. We could potentially be living in a world where we have all the trappings of democracy but it's rigged so only one party can win.
