West Virginia penitentiary was a new facility, built on the foundation of an old idea. Back in 1818, a philosophy was developed known as the Auburn system. In 50 years of opening its doors, the prisoner population had exploded to nearly three times the original limit. Diseases like tuberculosis and smallpox were common,. malnutrition, lice, rats, and roaches.
