The effects of a crisis are felt long after it's over. The ratchet theory says that you never go back down to the pre-crisis levels of spending. After 9-11, it's just so clear, we had a presence in Afghanistan for 20 years,. We have the TSA, Department of Homeland Security, and all the things that that entails and requires more government.
