It could be that macro level con sness strongly emerges, not instantaneously. So when you get a more integrated information in the whole system than its parts, that's where you get strong emergence. You don't have to think that consciousness emerges instantaneously. It might emerge period of time, p, after a certain period of time,. let's call it p, after the relevant configuration - week or weekly.
