Do DHS Have an Intelligence Function?
DHS has some very specific authorities that can reasonably be informed by intelligence collected domestically. I don't even have a problem with the idea that in the context of the violence in Portland, a lot of which was focused on the US courthouse there as well as federal buildings. That seems to me to be a far cry from filing intelligence reports on somebody for tweeting leaked documents about leaks or questioning whether protecting Confederate monuments constitutes a reasonable homeland security mission.
