The Affirmative Tech Policy in Europe

Is there an affirmative tech policy in Europe? I mean, these, what we've been talking about are sort of, I don't want to say that they're negative, but it's about controlling tech and how it develops. One is the so-called Horizon Europe program from the European Union which is major tech investment program and R&D program. That's not an area where either the US or for that matter, China has been unchallenged number one in that area. It's where I think a lot of European companies are sort of banning their weight. In the area of AI, there's an area where I think it's starting to be looked at.
