How Did the Sterling System Work?

The sterling system was operated out of London. It grew on the domestic bill market inside Britain that was for financing local trade. The rest of the world started to use this bill market to finance international trade, even if no part of the trade was in London. As more and more countries returned to the gold standard, this put more and more pressure on Sterling. And so it basically forced there was a central bank agreement that would support Sterling.
