Is the Federal NDP in a Minority Government Situation?

Can a party govern effectively like this and keep confidence in parliament or do they have to ship gears to keep the ship steady? The liberal party is traditionally for social justice, but it's becoming more involved in identity politics. Jagmeats Singh has made some conditions on Trudeau does on a support for him, but I think that ultimately he's given a pretty solid amount of support. But we'll see.
