Is the Initial Assessment of a Dental Practice Impaired?

Government wants more power for regulator to make decision on what should happen. Regulator would be able to decide unnecessary for any further action to be taken. But it's not entirely clear at the moment what test is going to be applied by the registrar in determining whether or not to close down a case.
