Culture is neither autonomous nor fully coherent. Culture change from the top down, rarely, if ever, from the bottom up. We shouldn't expect culture to all be consistent with itself. There's no easy way to influence culture by jumping to this realm. These elites operate in certain institutions and among certain leadership groups who have a lided of cultural production at their disposal. The reason for this is that culture is about how societies define reality. This capacity is evenly distributed in certain institutions but not across society. And so we can take lessons from this.
